SliceHost exclusively provides VPS services. They have received great reviews for their features and services.
The only downside I can see currently is that there is often a wait to get a server, and it can be quite long (currently up to 5 weeks) depending on how lengthy of a term you are willing to commit to.

They provide good service and excellent prices - I've been very happy with them so far. They certainly aren't for those looking for quick and easy rails app deployment though - you do basically set everything up from scratch.
I must say Slicehost get a 5 from me. I have been using this service for over a year without a hitch. Even though you set everything up from scratch Slicehosts Wiki's help you step by step.
